| The Building and Plumbing Commission lists Class 2 apartment buildings under both kinds of builder registration: Domestic Builder (unlimited) covers domestic building work on homes in Class 1, 2 and 4 buildings, and Commercial Builder covers Class 2 to 9 buildings. This lists each source's own lines as read; it is not legal advice, and it sets no price. Council lines apply only inside that council: City of Melbourne, City of Port Phillip or Bayside City Council. The council fees banded by value use the value of works given with the building permit, which may not equal the contract price. The Victorian lines were read from the Victorian Government's, the Building and Plumbing Commission's and the councils' own pages on 27 September 2026, and each is given as that body's own wording.
What changes a quote
Which registration the job needs comes first: over A$10,000, domestic building work needs a builder registered with the Building and Plumbing Commission, and on an apartment building the registration held has to be the right one for the building's class and height. Whether a building permit is needed is second: an alteration is exempt only if it will not affect structural soundness, does not remove a supporting element, and the building is not heritage-listed, and a structural repair rarely clears that test on its own. A structural engineer's assessment is third. Access is fourth: a hoarding, scaffold or elevated work platform on a public footpath or road needs its own council permit and fee on top of the repair itself. On an apartment building, whose job it is to arrange the work matters too, because an owners corporation is responsible for common property and a lot owner cannot authorise common-property work on their own.
Fees a government body sets
The checker below lists each Victorian and council figure with its source and read date: the registration and permit lines, the owners corporation lines, and the City of Melbourne, City of Port Phillip and Bayside fees, banded by the value of works where the council bands them. Two City of Melbourne pages give different application fees for a scaffold permit, so none is stated here. No source read for this site sets a price for the repair itself, so ask the provider for a written quote and what it assumes.
