It depends on whether the damaged concrete is common property or inside your own lot. An owners corporation must repair and maintain the common property. A lot owner must keep the exterior of their own lot in good and serviceable repair, and it must not affect other owners' enjoyment of the property.

Process
Do I need a registered builder for concrete cancer repair?
Over A$10,000, yes: the Building and Plumbing Commission says domestic building work needs a builder registered with it, under a major domestic building contract. Repairing a home, or any part of one, is domestic building work.
What causes concrete cancer?
Water reaching the steel reinforcing inside the concrete, through cracks or pores, reacts with it to form rust. The rust takes up more room than the steel it replaces, and the steel is the part carrying the concrete's strength. UNSW notes it is still a major concern in older buildings.

Permits and approvals
Do I need a building permit to repair concrete cancer?
An alteration is exempt only if it will not adversely affect structural soundness, does not remove or alter an element supporting another part of the building, and the building is not heritage-listed. A repair to corroding reinforcing steel is structural by nature, so ask a building surveyor before work starts; both the owner and the builder can be fined for building work done without a required permit.
